Govstream.ai, Inc., a Delaware corporation (“Govstream,” “we,” “us,” or “our”), respects your privacy and is committed to protecting personal information in accordance with applicable laws. This Privacy Policy explains how we collect, use, disclose, and protect your information when you use our websites, applications, and digital services (collectively, the “Govstream.ai Platform”), and when we otherwise interact with you.
Govstream provides technology infrastructure and digital services to certain authorities having jurisdiction (“AHJs”) to manage permit applications, reviews, approvals, and related communications (collectively, “AHJ Clients”). In many cases, we collect or handle information on behalf of these AHJ Clients—for example, when members of the public or agency personnel submit forms, data, or other records through the Govstream.ai Platform. In other situations, we collect and use data for our own business purposes, such as improving the functionality of our platform, offering support, or communicating with users.
This Privacy Policy distinguishes between:
Information we collect or manage on behalf of AHJ Clients, in connection with the public services they deliver using the Govstream.ai Platform; and
Information we collect and use independently, to operate, improve, and manage our own products and business.
By accessing or using the Govstream.ai Platform, you acknowledge and accept this Privacy Policy. If you do not agree with the terms, please do not use the Govstream.ai Platform.
Information We Process on Behalf of AHJ Clients
Govstream provides tools via the Govstream.ai Platform that enable AHJ Clients—such as municipalities, counties, state departments, and special-purpose districts—to manage services like permitting, inspections, public records, and citizen engagement. When we provide these services via the Govstream.ai Platform, we often collect, store, or transmit information at the direction of and for the benefit of the applicable AHJ Client.
Examples include:
Permit applications or other records submitted by individuals or businesses.
Uploaded documents, such as plans, blueprints, and forms.
Communications between public users and agency staff (e.g., chatbot logs, comments, or emails).
Data exchanged with public records systems or other official government platforms.
In these cases, Govstream does not determine how the information is used or managed. We process it solely to fulfill our contractual obligations with the applicable AHJ Client. We do not access or use such data for our own purposes unless expressly permitted.
Public Records Notice
Information submitted to a AHJ Client may become a public record under applicable public records or freedom of information laws.
By submitting information through the Govstream.ai Platform to a AHJ Client, you acknowledge that such submission constitutes a public filing and that the information submitted may be made publicly available by that AHJ Client in accordance with applicable law.
Govstream does not control, and is not responsible for, the publication, disclosure, or dissemination of information by a AHJ Client once it becomes part of a public record.
Information We Collect and Use for Our Own Purposes
In addition to providing services for AHJ Clients, Govstream also collects and uses certain types of information for its own operational, legal, and business needs (“User Information”). This applies when we determine how and why User Information is used—for example, to improve our services, provide customer support, or communicate directly with users.
This includes:
Information you provide when registering for a Govstream account or contacting our support team.
Email address, name, phone number, job title, and organization.
Data about how users interact with our websites and tools (e.g., click patterns, time on page, usage of AI features).
Location data based on IP address or device settings.
Payment information, if you purchase or subscribe to services directly from us.
De-identified or aggregated data from user interactions, used to improve our AI tools and platform performance.
We use this information to:
Deliver and manage the Govstream.ai Platform and your user account.
Analyze performance and usage trends to improve functionality.
Respond to user inquiries and support requests.
Send service updates, legal notices, or marketing communications.
Develop and refine AI models using de-identified or aggregated training data.
Fulfill legal obligations and protect platform integrity.
You can opt out of certain communications or limit specific uses of your data as outlined in the “Your Rights and Choices” section below.
Why We Process User Information
We process User Information only as needed to operate our services or comply with legal and contractual obligations. This includes:
To provide, operate, and maintain the Govstream.ai Platform. We use your contact information and other submitted data to deliver access to the Govstream.ai Platform, respond to inquiries, provide customer support, maintain platform functionality, and communicate changes or updates.
For analytics and platform improvement. We use information such as internet activity, browsing and click history, geolocation data, and usage metrics to understand how users engage with the Govstream.ai Platform, identify performance issues, and improve features and functionality. This data may be used in de-identified or aggregated form where appropriate.
To support AI model development and product research. We collect and analyze user-submitted content (such as prompts, uploaded files, chat transcripts, and interactions with our tools), telemetry, and system data to train and improve our AI models. Where appropriate, this data is de-identified or aggregated before use.
For relevant updates, marketing and promotional purposes. We may use your contact details, professional information, and derived inferences to send newsletters, product updates, blog posts, or other communications about the Govstream.ai Platform that may be of interest. You may opt out of such communications at any time.
To comply with legal obligations and enforce policies. We may use your information to comply with applicable laws, respond to legal requests, investigate or prevent fraud, enforce our terms and policies, and protect the rights, safety, or property of Govstream.ai, our users, or others.
How We Share User Information
Through user-directed sharing or disclosure. Where applicable, you may elect to share User Information directly (e.g., by opting in to a specific integration, choosing to export data, or communicating with third parties through the Platform). In such cases, we facilitate the sharing as directed by you and within the scope of the functionality provided.
Through system integrations and platform functionality. When you use features of the Govstream.ai Platform that involve submitting information—such as completing permit applications, asking questions to chatbots, or interacting with city representatives—your information may be shared with third parties (e.g., municipalities, permitting systems, or contractors) as needed to fulfill your requests and deliver the relevant services. These transfers occur via secure platform interfaces, APIs, or automated workflows.
Through administrative control and account permissions. If you access the Govstream.ai Platform as part of an enterprise or municipal deployment, your information (e.g., account details, messages, usage data) may be visible to authorized administrators or internal reviewers. Information is shared based on predefined user roles and access permissions configured by the entity managing the account.
Through encrypted transmission and secure storage. When we share information externally (e.g., with vendors, partners, or processors), it is transmitted using encrypted channels (such as HTTPS or secure API endpoints) and governed by contractual data protection obligations that require recipients to safeguard the data and use it solely for authorized purposes.
In a business transfer. We may disclose or share your information as part of a corporate business transaction, such as a merger or acquisition, joint venture, corporate reorganization, financing, or sale of Govstream assets, or in the unlikely event of insolvency, bankruptcy, or receivership, in which such information could be transferred to third parties as a business asset in the transaction.
To subsidiaries and affiliates. We may disclose or share your information with our subsidiaries and affiliates to further facilitate your use of the Govstream.ai Platform.
For legal process and protection. We may disclose or share your information to satisfy any law, regulation, legal process, governmental request, or where we have a good faith belief that access, use, preservation or disclosure of such information is reasonably necessary to:
Protect our rights or interests, property or safety or that of others;
In connection with claims, disputes, or litigation - in court or elsewhere; and
Protect users of the Govstream.ai Platform and other carriers or providers from fraudulent, abusive, or unlawful use of such services.
How We Collect User Information
We collect personal information from the following sources:
Directly. We collect personal information you provide when using the Govstream.ai Platform. This includes when you register for an account, interact with our chatbot, submit permit-related data, sign in using third-party SSO (e.g., Google or Microsoft), enable and use our Microsoft Outlook integration, engage with our customer support team, or otherwise communicate with us. This may include your name, email address, phone number, project details, uploaded documents, and other information relevant to your permit inquiry or profile. If you enable our Microsoft Outlook integration, we may access and process email messages and related metadata within your Microsoft 365 account for the limited purpose of generating draft responses and supporting workflow functionality within the Govstream.ai Platform. We access only the information necessary to provide this feature and do not use email content for marketing purposes. By providing this information or enabling such features, you consent to our collection and use of it in accordance with this Privacy Policy.
Passively. We and our service providers automatically collect certain data about your use of the Govstream.ai Platform using cookies, web beacons, and similar tracking technologies. These tools help us understand how you interact with our website, chatbot, and other services.
Cookies (or browser cookies). A cookie is a small file placed on the hard drive of your computer. You may refuse to accept browser cookies by activating the appropriate setting on your browser. However, if you select this setting you may be unable to access certain parts of our website. Unless you have adjusted your browser setting so that it will refuse cookies, our system will issue cookies when you direct your browser to our website.
Web Beacons. Pages of our website may contain small electronic files known as web beacons (also referred to as clear gifs, pixel tags, and single-pixel gifs) that permit Govstream for example, to count users who have visited those pages or and for other related website statistics (for example, recording the popularity of certain website content and verifying system and server integrity).
Tracking Tools. We use the following tracking tools:
Google Analytics and Adwords: We use Google tools such as Google Analytics and Google Adwords to understand how users use our website. This includes looking at where a visitor comes from and where they go when they leave our site. Google Analytics provides an opt-out for its tool here.
Other tracking tools: We may deploy other automatic tracking tools in the future. Similar to the tools we currently use, such future tracking tools will track data about our visitors only in the aggregate and on an anonymized basis and will not reveal personal information about you.
To Whom We Share User Information
With service providers who support the Govstream.ai Platform. We may share User Information with trusted third-party service providers who assist us in operating, hosting, and maintaining the Govstream.ai Platform. This includes vendors who help us with AI model development, infrastructure, analytics, email communications, support services, and customer relationship management. Some of these providers may be located outside the United States in jurisdictions that may not offer the same level of data protection.
With AHJ Clients and users who authorize data sharing. For certain services available via the Govstream.ai Platform (e.g., the application assistant or admin application), we may share User Information such as account information, usage data, or submitted permit details with the relevant city staff or administrators tied to your account or service use.
To AHJ Clients and public record systems. Where permitted and applicable, we may integrate with or facilitate data transfer to and from public record repositories, city permitting systems, and other official sources. Where required by our contracts with cities or legal obligations, such integrations may involve your information being shared with AHJ Clients to fulfill service functionality (e.g., permit submission or correspondence tracking).
With third parties as directed by you. When you engage with features of the Govstream.ai Platform that allow for collaboration, sharing, or submission to external systems, we may share User Information with those third parties as directed or consented to by you.
With research and development partners. We may share de-identified, aggregated, or anonymized data with research or product development partners to improve and evolve the Govstream.ai Platform. These partners are subject to confidentiality and non-disclosure obligations.
In accordance with applicable law. We may share User Information if we believe it is required by law or regulation, such as to comply with legal process, respond to lawful requests from public authorities, or protect the rights, property, or safety of Govstream or the Govstream.ai Platform, its users, or others. This may include fraud prevention, regulatory compliance, or enforcement of legal rights.
In connection with a business transaction. In the event of a reorganization, merger, or sale we may transfer your personal information we collect to the relevant third party. If Govstream.ai is involved in a merger, acquisition, financing, or sale of assets, User Information may be transferred to the relevant third party as part of that transaction.
With other users when functionality requires it. Certain features of the Govstream.ai Platform may allow you to interact with or share information with other users (e.g., chat transcripts or uploaded documents). Any content you submit to these shared environments may be visible to the relevant parties, and their use of such information is governed by their own policies.
With enterprise account administrators. When you sign up for the Govstream.ai Platform via a business account, the administrators of that account may access and control your account, including being able to access your content. In addition, if you create an account using an email address belonging to your employer or another organization, we may share the fact that you have an account and certain account information, such as your email address, with your employer or organization to, for example, enable you to be added to their business account.
Use of Data for AI Training and Model Improvement
We use certain User Information and data collected through the Govstream.ai Platform to train, test, and improve our artificial intelligence technologies and related services. This may include:
Publicly available data provided by municipal partners (e.g., permitting codes, geospatial property data, inspection records, and submitted permit applications);
User-submitted content, including uploaded documents, chat inputs, permit form responses, and correspondence with city staff;
Metadata and usage information, such as system interaction logs and telemetry from city agents or public users.
We do not use highly sensitive personal information, such as Social Security numbers, taxpayer identification numbers, government-issued identification numbers, financial account or payment card numbers, health or biometric information, to train our AI models. We may use personal information that constitutes or is derived from official public records, including but not limited to property addresses, parcel identifiers, zoning classifications, permit descriptions, inspection records, and applicant names as reflected in government filings, for purposes of training, testing, and improving our AI models.
Where feasible, we will de-identify or aggregate user data prior to using it for training purposes. Our goal is to enhance service functionality (e.g., automated permitting guidance, correspondence drafting, and workflow acceleration) while minimizing the use of identifiable personal information. We do not train general-purpose or commercial AI models using sensitive data unless expressly authorized, and we do not use applicant or city user data for external AI systems without consent or contractual authorization.
We Do Not Sell Your Personal Information
We do not sell, trade, or rent your personal information to others.
Third-Party Links and Websites
The Govstream.ai Platform may contain advertising, links or other content from the websites and services of our partners, suppliers, advertisers, sponsors, licensors and other third parties (collectively, the “Third-Party Services”). We do not control the content or links that appear on these Third-Party Services and are not responsible for the practices employed by such Third-Party Services. In addition, these Third-Party Services may have their own privacy policies and customer service policies. Browsing and interacting on any of these Third-Party Services are subject to such Third-Party Services’ own terms and policies.
Our Content on Third-Party Services
The Govstream.ai Platform may be provided on or hosted on a third-party platform or otherwise make use of Third-Party Services. We do not control the content or links that appear on these Third-Party Services and are not responsible for the practices employed by such Third-Party Services. Your browsing and interacting on any of these Third-Party Services are subject to such Third-Party Services’ own terms and policies. Any visit you make to those other services is at your own risk. Such third parties’ use of any information you share is governed by the third party’s privacy policy. The Govstream.ai Platform may also use third-party service remarketing services to advertise to previous visitors to the Govstream.ai Platform on such Third-Party Services. Such third parties may use tracking technology (e.g., cookies) to serve ads to you based on your past activity on the Govstream.ai Platform and other websites and applications, subject to their own privacy policies.
Your Choices
You have certain choices on how we treat your personal information, described below:
Modifications to Personal Information. You may review and request modifications to your personal information by editing your profile directly on our website or by contacting us at dataprivacy@govstream.ai. Please note that we will retain data for as long as it is reasonably necessary to fulfill the purpose for which it has been collected or as required or permitted by applicable law. If you provide us with updated information, we will do our best to keep your information accurate and up-to-date. We will make good-faith efforts to make requested changes in any active database as soon as practicable.
Right to Delete. If you are a California resident, you have a right to ask that we delete your personal information, subject to appropriate legal exceptions. You may request that we delete your personal information online. You may designate an authorized agent to submit a request on your behalf.
Marketing Communications. You may opt out of receiving promotional or marketing communications from us at any time by contacting us at dataprivacy@govstream.ai or by following the unsubscribe instructions included in such communications. Opting out of marketing communications does not apply to transactional or service-related communications that are necessary for the operation of the Govstream.ai Platform. We will continue to send communications relating to your account, permit submissions, application status updates, compliance notices, security alerts, system updates, or other operational or legally required notifications, and you may not opt out of receiving such communications while maintaining an active account.
Ad Choices. Some advertisements and other content may be delivered by third-party advertising networks and advertisers that may use cookies and similar and/or your advertiser ID for mobile devices to collect and track information such as demographic information, inferred interests, aggregated information, and activity to assist them in delivering advertising that is more relevant to your interests. To find out more about third-party advertising networks and similar entities that use these technologies, see www.aboutads.info. If you would like to opt-out of such ad networks’ and services’ advertising practices, go to www.aboutads.info/choices to opt out in desktop and mobile web browsers. You may download the AppChoices app at www.aboutads.info/appchoices to opt out in mobile applications.
Tracking Technology. You may turn off part or all of our tracking software that has been placed on your computer by following the instructions on your browser. On a mobile device, you may turn off part or all of mobile tracking through your mobile device settings. However, if you prevent the use of tracking software or tracking through your mobile device, it will be more difficult, and may be impossible, for you to use the Govstream.ai Platform or portions of the Govstream.ai Platform.
Location and Analytics. If we use Third-Party Services to automatically collect your personal information, such Third-Party Services may offer you a choice to stop the automatic collection of your information. Please see our “How we collect your personal information” above with respect to our tracking tools.
Cookies. Most web browsers are set by default to accept cookies. You can usually set your browser to remove or reject cookies. Please note if you choose to reject, this could affect the availability and functionality of the Govstream.ai Platform.
Not Providing Personal Information. You may choose not to provide personal information to us. However, if you do not provide personal information, we may not be able to offer you all or part of the Govstream.ai Platform.
Right of Non-Discrimination. You have a right to exercise your rights under this section free of discrimination. We will not discriminate against you in any way if you choose to exercise your rights under this section.
Where Your Information Is Stored
We store your information in the United States. However we may transfer your information to our service providers who may reside in other countries.
By using the Govstream.ai Platform or otherwise providing information to us, you understand and consent to having any personal information transferred to and processed in the United States.
Information Security
We strive to use commercially reasonable security technologies and procedures to help protect your personal information from unauthorized access, use or disclosure, but no method of transmission over the Internet, or method of electronic storage, is 100% secure. While we cannot guarantee absolute security, we implement and maintain reasonable security measures to protect your personal information.
How Long We Keep Your Information
We retain, store and use your information for the least amount of time necessary to fulfill the purpose for which it was collected in accordance with data retention policies and applicable law. We will retain and use your personal data to the extent necessary to comply with our legal obligations, resolve disputes, and enforce our legal agreements and policies. We will also retain usage data for internal analysis purposes. Usage data is generally retained for a shorter period of time, except when this data is used to strengthen the security or to improve the functionality of the Govstream.ai Platform, or we are legally obligated to retain this data for longer time periods.
The Govstream.ai Platform Is Not Intended For Children
The Govstream.ai Platform is not directed to children under the age of 18. We do not knowingly collect information, including personal information, from children. If we obtain actual knowledge that we have collected such information from children, then we will promptly delete it. Information for European Economic Area Residents
If you are a resident of the European Economic Area (“EEA”), you have certain rights and protections under applicable law regarding the processing of your personal information. The term “personal information” has the meaning given to it by the European General Data Protection Regulation (“GDPR”). When we process your personal information as described in this Privacy Policy, we will only do so when we have a legitimate interest in processing your personal information (for example, our legitimate interest in providing the Govstream.ai Platform, responding to your inquiries, or sending you marketing communications), when the processing is necessary for the performance of a contract between you and us, when the processing is necessary for us to comply with the law, or when you give us consent to process your personal information. You have the right to revoke your consent at any time. You also have the right to access personal information we hold about you and to ask that your personal information be corrected, erased, or transferred. You may also have the right to object to, or request that we restrict, certain processing. If you would like to exercise any of these rights, you may contact us as indicated below. If you have a concern about our processing of personal information that we are not able to resolve, you have the right to lodge a complaint with the data privacy authority where you reside.

"Do Not Track" Policy as Required by California Online Privacy Protection Act (“CalOPPA”)
The Govstream.ai Platform does not respond to Do Not Track (“DNT”) signals. However, some third-party websites do keep track of your browsing activities. If you are visiting such websites, you can set your preferences in your web browser to inform websites that you do not want to be tracked. You can enable or disable DNT by visiting the preferences or settings page of your web browser.
Your California Privacy Rights
If you are a California resident, California's "Shine the Light" law (Civil Code Section § 1798.83) permits users of the Govstream.ai Platform to request certain information regarding our disclosure of personal information to third parties for their direct marketing purposes and to opt-out of sharing your personal information with such third parties. To make such a request, please send an email to dataprivacy@govstream.ai.
Usage and Deletion of Personal Information
You may request what personal information we have collected, used and disclosed about you as well as the identity of the third parties to which we have disclosed your personal information. You may also request deletion of your personal information. Please note that we may not delete all of your information if: (1) we need it to complete a service as requested by you or perform under a contract we have with you; (2) we need such information to repair any errors with the Govstream.ai Platform or detect data security violations; (3) we need such information to protect against fraud or illegal activity or to comply with applicable law; or (4) we determine in our sole discretion that we need such information to protect our rights. Please note that if we delete your personal information, we may not be able to provide you the Govstream.ai Platform with the same functionality.

Changes to this Privacy Policy
We reserve the right, at our sole discretion, to change, modify, add, or remove any portion of this Privacy Policy, in whole or in part, at any time. Notification of changes in this Privacy Policy will be posted on our website. Amendments to this Privacy Policy will be effective when posted. Subject to applicable law, your continued use of this site following the posting of any amendment shall constitute your acceptance thereof.
